This report addresses issues relating to the availability of licences for patents that are essential or potentially essential to the 3GPP Standards. The licensing stance of key players is addressed and an outline licensing strategy developed based on the material set out in the Annexes to the report. On the basis of the background material presented in the Annexes, royalty contingencies for various 3GPP markets have been estimated. The report is supplied with two databases, the first based on the ETSI database and containing some 15,000 entries, the second including US patents relating to 3GPP derived from a number of sources containing some 1,200 entries.

The data available on patents relating to 3GPP and licensing intelligence can be expected to develop rapidly over the next few years. The position must be regarded as extremely dynamic.
